Biographical / Historical

William E. Welsh was the Watermaster of Water District 12-A of the State of Idaho, Drainage District No. 4 of Ada County, Idaho. He would hold this position through the 1940s. Welsh died in 1972 and is buried in Caldwell, Idaho.
