The Dr. William E. Waters Files span the years circa 1966-1989 and are primarily concerned with the United States International Biological Program (IBP) initiated on May 1, 1972, entitled “The Principles, Strategies and Tactics of Pest Population Regulation and Control in Major Crop Ecosystems”. Dr. Waters first became involved in the IBP as the Chief of Forest Insect Research, USDA Forest Service, Washington D.C., and later as the Dean of the College of Natural Resources, University of California, Berkeley. This project involved nineteen universities that pursued research under the auspices of the IBP, and was centered at the Berkeley campus. He was also the Program Manager of the International Spruce Budworms Program (CANUSA) Western component in the Pacific Northwest Experiment Station, in Portland, Oregon.
